Luís M. S. Oliveira (born 1954), Partner. Graduate of the Lisbon University Law School (1979). Postgraduate in Information Society Law, also of the Lisbon University Law School, and attendant of the E-business Course at the Darden Graduate School of Business Administration, University of Virginia. Joined the Firm in 2005, following the merger of his own practice with Miranda.
Admitted to the Portuguese Bar Association in 1982. Recognised as a Tax Specialist by the Bar Association in 2006. Member of the official panel of admitted Tax Arbitrators, as from July 2011.
After graduating, Luís became a faculty member at Lisbon University Law School, teaching Tax Law, and later of the Bank Management School, where he taught Banking Law and also Taxation of Banking and Financial Products.
He currently focuses his practice, and leads the Practice Area dealing with Public and Regulatory, including Government procurement, Competition, Transport and Utilities. Luís is moreover a Member of the Taxation Practice Area and of the Commercial and Projects Practice Area.
Luís has participated in preparing various sectoral regulation instruments, and has advised extensively on regulated sectors, especially in relation to railways, maritime transport, port operations, Government E-procurement. In relation to some of these areas, he has been engaged in advising the Portuguese Government.
Luís also has a valuable experience of working in the areas of competition, acquired long before he joined Miranda, including advising and implementing various mergers and acquisitions, including preparing and lodging files with competition authorities.
Luís was Legal Counsel to one of Portugal’s main banks, between 1982 and 1990, acquiring an extensive and valuable experience in all sorts of banking and financial transactions, extending to later involvement as lead negotiator or advisor on project finance agreements, placement of mortgage-backed securities, floating rate notes, among others.
Between January 1991 and June 2004, Luís was a Tax & Legal Partner at PricewaterhouseCoopers and its legacy firms. In fact he had already been a Tax Adviser with Coopers & Lybrand between 1979 and 1982.
He was appointed to the Governmental Advisory Committee on Tax Reform (January 2000 through August 2001) where he worked on such areas as income taxation, tax benefits, penalties regime, property taxation. He was also a member of the Governmental Advisory Group on Public e-Procurement (September 2000 through July 2001), co-authoring a Report on Electronic Procurement in the Public Sector.
Luís was ranked as an Expert in Project Finance / Energy in the 2007, 2008, 2009 and 2010 editions of the European Legal Experts Guide.
