CNSS Clearance Certificate is now an Immigration Requirement

As per the Circular Letter no. 00065/MFP-RE-TSS-CAB of 27 February 2019 issued by the Vice Prime Minister of the Republic of Congo, it is now mandatory for all holders of directorship or top managerial positions at private companies registered in the Republic of Congo to hold a “Social Security (CNSS) clearance certificate” (certificat de non redevance à la CNSS) in order leave temporarily or permanently the country.

In view of the growing number of companies permanently closing their entities and departing the Republic of Congo in breach of their contribution obligations towards the Congolese Social Security, and ultimately, their employees, the Vice Prime Minister of the Republic of Congo has now decided to hold individuals liable for this obligation.

Despite the fact that the process to obtain a “Social Security (CNSS) clearance certificate” may be lengthy, the penalty for all holders of directorship or top managerial positions of private companies travelling without said certificate will be the prohibition to leave the Republic of Congo’s territory.
