COVID 19: Newly Updated Public Calamity Measures

New public calamity measures were enacted by Presidential Decree No. 62/21, of 11 March 2021. The new statute amends and updates the rules established by Presidential Decree No. 39/21, of 9 February 2021, on the prevention and control of SARS-COV-2 virus and COVID-19 and the functioning of public and private services, social equipment and economic activities during the period of public calamity.

As the spread of the virus appears to be relatively controlled, the ban of regular air passenger connections with the Republic of South Africa, the Portuguese Republic and the Federative Republic of Brazil has been lifted. These flights will be resumed gradually and the competent authorities have to define their regularity, schedule and general rules to be observed by all.

However, the authorities have remained cautious and in addition to requesting a negative RT-PCR test carried out within 72 hours prior to the trip, the rapid antigen SARS-CoV-2 test became mandatory for all travelers upon arrival to the country. The new measures will be in force as from midnight on 12 March 2021 until 10 April 2021, and will be subject to new amendments according to any changes in the pandemic situation.
