New Rules on Construction Activities Approved

With a view to improve the business environment, facilitate investments and increase the creations of jobs, the President of the Republic approved new Regulations on the Carrying out of Activities pertaining to Construction and Public Works, Construction Works’ Projects and Construction Works’ Supervision, by means of Presidential Decree No. 31/24, of 24 January 2024.
 
Under the new rules, construction-related activities may be carried out through a registration title or a permit. Registration titles enable their holders to carry out construction works up to AOA 50,000,000 (roughly USD 58,000) and are valid for 10 years, while permits enable their holders to carry out construction works exceeding said threshold and are valid for 6 years.
 
Enabling titles in force remain valid until their expiry. Pending processes must be updated in accordance with the new rules within 30 days, otherwise the relevant processes become ineffective.
 
Breach of the new rules triggers inter alia the application of fines up to 300 minimum wages (roughly USD 11,000). Ancillary penalties, such as prohibition from exercising the activity or prohibition from participating in public tenders, may also be applied.
