New Legal Regime on the Issuance of Electronic Invoices and Other Relevant Tax Documents
Under the Cape Verde digital transformation program and with a view to promote an expedite and digital communication between the Tax Administration and taxpayers, a new regime was enacted on electronic invoicing and electronic issuance of relevant tax documents (Decree-Law No. 79/2020, of 12 November 2020).

New tax changes and incentives approved (2020 Supplementary State Budget)
Law No. 100/IX/2020, of 11 August 2020, amended the State Budget for 2020, approved by Law No. 69/IX/2019, of 31 December 2019. COVID-19: Extension of Moratorium on Bank Loans
By means of Decree-Law No. 65/2020, of 1 September 2020, the Government approved the second amendment to Decree-Law No. 38/2020, of 31 March 2020, which establishes exceptional measures for credit protection and a special regime of personal guarantees issued by the State. The first amendment had been approved by Decree-Law No. 45/2020, of 21 April 2020.

Framework Approved For Security Interests Over Movable Assets
With the express aim of promoting and simplifying the granting of credit to companies and consumers, Decree-Law No. 48/2020, of 30 April 2020, approved the general legal framework for the creation of security interests over moveable assets and for the Movable Security Interests Registry (“Registo de Garantias Mobiliárias” – “RGM”).

COVID-19: Extension of State of Emergency for Island of Santiago
By means of Presidential Decree No. 9/2020 and Decree-Law No. 51/2020, both dated 14 May 2020, the state of emergency for the island of Santiago, including the capital city of Praia, was regulated and extended until 29 May.

Tax Changes Approved
Important changes to various tax laws were recently enacted through Law No. 86/IX/2020, of 28 April 2020. The changes aim mainly at strengthening transparency, fight tax evasion and avoidance and the efficiency of the tax administration. Some of the measures follow international commitments accepted by Cape Verde, including with the European Union. The new law came into force on 29 April 2020.

COVID-19: Extension of State of Emergency for Santiago and Boavista Islands
The state of emergency was extended until 14 May for Santiago and Boavista Islands through Presidential Decree No. 8/2020, of 2 May 2020, with the renewal for these islands of the temporary exceptional measures in force since 28 March, through Decree-Law No. 49/2020, of the same date.
